Yes
The requirements of the railing code are the same whether the screening is there or not. This means if your deck is more than two feet above the ground you’ll need a railing (see the main picture above). If your deck is less than two feet off the ground you’re fine without the railing.
No railing is required here because the deck is less than 24″ above the ground.
